If I have a clip that doesn't fit the the Shorts format can I post it as it's own video or is that frowned upon?

You definitely can, but you should ask yourself what you're trying to achieve as long-form viewers and shorts viewers are looking for different things. It looks like all of your current videos are on the long side, are you just trying to mix things up?

Nothing says you can't. It's just that the shorts format is generally not actually the better format, it's being on the shorts feed and getting the tons of views that's the benefit.

I'd like to make more longer videos but I also have clips that can stand on their own. The only issue is some of them don't format to Shorts very well so I've considered just posting them as a shorter video
