I unlocked the achievement 1e1000 const, then did a c15 run which gave me perk 20 +22.83%
Assuming this meant Tesseract Buildings, I did another offering run to boost this, once done my constant was at 3e1000
This appears that the perk has done nothing, or is essentially useless.

my thinking is that your constant was already increasing rather slowly so a small percentage increase wouldn't really do much. you'd probably get more out of it if you invested some tess into your buildings
