How can we tell when weve passed the tutorial chapter? I feel like ive been playing for ages and still havent gotten the achievement.

Okay, great! The tutorial chapter is slated behind the Getting Started questline, so you're well on your way and not locked out of anything if you're in Homesteading.
Is the achievement greyed out in both your phone and Steam?
