Depending on what NG you are in you will have to buy all items in the shop. If you are in the first play through just buy everything before moving to NG+.

i have 99% completion and it says for me to collect more yard data even though i have got all the data, done all the bosses, burgle quests etc, molars everything
so it must be the mutation i need?

Mutations, gold cards aren’t needed, but there is a decent amount of notes (check data tab) and things like getting statues, doing all MIX Rs, scaB, beating all super bosses etc
Also you have to do that super list. It’s like 100 items from Burgl.

got statues, did all mixrs and scabs, defeated all bosses including infected broodmother, got all the intern badges/data on them

Trust me that guide is solid. I kept thinking I was 100% done until I started referencing everything. I was at 99% for a bit.
