Level 3 hammer is not available yet, it is coming in the winter update. (Still waiting on that...hey, did that just get released? When I searched Google for your answer, I saw a video saying it's out now. Maybe that's on PC only, I don't see it on console.) (Updated update, yep officially confirmed winter update dropping soon. It's on test servers now)
Level 4 will be in summer 2026, they had said.

T3 hammer is in the winter update and those that are doing the ptb can see the skill tree with it.
