It's called the halftone effect

I've made one in Figma but if you want it exactly like how it's shown in the pic you'll have to use fig draw or Adobe illustrator

You'll need a vector thout

Either make your own or use ditcher plugin

Btw Is there any video about it on YouTube cause I don't know how to add this texture to the glass I'm kind of new to figma

add it over the rectangle as image or svg

then select the halftone effect and rectangle then click use as mask

it's way easier to make this in illustrator
