The option does not show up in Design panel and I do not have the option for "Scrol behaviour - Position [scroll with parent] in the prototype section.
My nav is in a frame. I have seen tutorials where they show to convert the frame to a component but I do not have that option either.

It's moved I think. You can find it in the Prototype tab under "Position". As iammai mentioned, the outer layer needs to have the scroll behavior set to something other than "no scrolling"

O yess , I think I confused Horizontal/Vertical scrolling with 'Sticky or Fix position when scrolling' ., Yeah you are right. this used to be here
But i think new spot makes more sense.., keeping all scroll related stuff in the same spot
