Wasting $50 on a deck you are only gonna play with that pod is kinda stupid. I can recommend you a deck of mine that takes advantage of mill but you should just proxy it because it’s out of your price range.
In my opinion there isn’t a point in buying real cards unless you have a higher end- budget because stuff will synergize less if you can’t fill your needs.
a self mill reanimator deck would play pretty well into their mill strats

Muldrotha is good but you really need a lot of the cards that support it. Muldrotha was hit with removal really quickly always in my games.
I feel like a reanimator engine is destined to see removal kinda quickly.
I think she is amazing because she brings a lot of value but she doesn’t need to be on the field always, like muldrotha sometimes has to.
Your goal for any deck is to have your commander be an extension of your body. Not the entire body, your deck should be able to function without your commander.
Eh you can build a deck in either way. Being reliant on the commander is top down design and is fine if you prepare for it. Bottom up design can be more resilient sure, but you don’t have a central piece you’re building around so the peaks aren’t as high
Bottom up design?
top down design refers to building the whole deck around the commander. lots of cards that don't do much unless the commander is in play and the commander will be a central point of victory. for example voltron commanders like [[rafiq]] are top down
bottom up deck design is more focused on a general theme. the cards naturally support each other and the commander plays more of a supportive piece, either patching a weakness in the deck or acting as a finisher

jetmir is a finisher, but typically the deck will still be able to do things without jetmir out
