i've been buying booster packs every once in a while and collected a few cards. i've also decided i wanted to make my own commander deck, however i don't know if this will make it, so my question is, how do i improve from here on?

The only major thing for me would be it's fairly clear that, as you said, these are cards that are just from your pack opening. So there's a lot of very high qualit cards you just don't have - For example [[Windfall]] would go great in this deck, or [[Marauding Priest]], and [[Wizard Class]]. You've got the bones of what cards are good in this theme, it's just general quality and power at this point

Alright, i guess i'll slowly keep powering up my deck when i get more powerful cards, what would you say is the best way to acquire those? Since i mostly dont buy things from the internet and more from stores

Well if you don't want to buy from the internet at all it gets a bit harder since that's the easiest way - But I'd do some looking into what some good cards are for your commander - If you've used EDHRec it can give you an idea of commonly played cards (Not saying to take all the cards from there and then call it a day). But cards like Marauding Blight Priest and Wizard class should be in the bulk of most stores

i searched for a bit for stores where i could buy specific cards, turns out, the only one in my area they do sell individual cards, they don't have them, so i guess could try to buy from internet for once, do you have a recommendation of what site i could/should be using for that?

i looked into cardmarket however if i try to buy cards , i need to pay like 2 euro's shipping over a 10 cents card

That is a common issue you'll find with online shopping, you often need to buy enough cards to bundle them together and either get free shipping or make the shipping an insignificant cost
Assuming cardmarket works the same was as tcgplayer

i searched around, i either pay more per card (a card sold for 10 cents becomes 75 cents for example) from the people that sell multiple cards i want or i pay a lot of shipping costs....
think i'll search a bit further until i have found a different site that hopefully has cheap cards without 700% shipping costs
