which allows you to win in end step, you play that, your fast mana rocks, then you either have tutored heliod with zur in your second swing and play balista, or isochron scepter

that's a casual play card but your deck is too strong to be casual with the heliod balista winline and necropotence

also consider adding a rule of law effect or two as a backup if you don't want to 100% dedicate to the storm win. also cut [[authority of the consuls]] and at least one of ghostly prison or propaganda, if not both. they are weak without other Stax pieces to support them and need more of a dedicated package. you could instead add [[grasp of fate]]

also you could consider adding [[ad Naus]] and [[angels grace]], allowing you to draw your entire deck with ad naus

angels grace will not work with necropotence though, keep that in mind

also, unless it's a pet card, cut Kwain. also this seems to not be a low budget deck, you should also probably add things such as free counterspells, mana drain and cyc rift

The Problem i have is with rule of law i cant close out my finisher

you can't, but it also slows the game down. it's a meta call. the thing with Zur is you will never ever be the fastest combo deck, so if other people on your table are playing fastttt comboes you kinda need RoL as a meta call

lotus petal is always good, dark ritual is also decent but not an auto include in this deck since it doesnt need naus to win and can tutor necro from the zone

mystical tutor is also good, cause if youre holding thoracle you can just tutor consultation
