I was commissioned to attach two tails from an asset on to awtter i did with some help. However during the building process it looked normal on unity but in game it looks like something out a jump scare game or something that needs to be whacked. I dont know if how to fix or where to start. In game when i move the left arm the collar moves all over the place. Expressions make the ears and tongue really long. Any advice would be helpful.

This can happen when the FBX is exported from Blender without setting FBX Units scale (and disable add leaf bones).
So the leaf bones were needed?
Nope. Your scale seems to be messed up.
I thought it was fine with how it looked in unity.
Can it be fixed with the unity file I have currently or is it a start over project
Once the scale is messed up and you did not save the Blender file your are kinda screwed.
So when you say scale I'm thinking something entirely different. Can you explain a bit better
I'm referring to this setting when exporting a FBX from Blender.
When the scale is messed up the animations can scale up or down enormously because the scale has changed.
Like using kilometers instead of miles and everything seems much smaller.
Couldn't I just open the fbx and fix the scale like that and re-save it then bring it to unity?
Not to my knowledge.
