I'm not an expert on PhysBones but I suspect that by pulling on the tail the PhysBone changes mode (Grab & Post) and upon releasing the tail, the PhysBone "relaxes" and reset to standard bone position. Not sure how to change that without going into Blender. I will see if I can find some more info on this.
Workaround: Disallow grabbing and posing

Found another thing, the tail idle animation could reset the pose.
(This is in the gesture controller)
I got rid of the poses and the tail puppets, I have a feeling its because of one of the two
Did this ever get figured out?
