this does seem kind of annoying to implement though

since there needs to be a way to either delay the payment until the recipient accepts or declines, then dont fulfill the payment if they decline

or a refund if the payment happens immediately and doesnt wait for the recipient to decide

verifying that seems like it could be a nightmare
