Make elements under the sound bars clickable

Hi. So I wanted to click the "next" button, but the SFX/BGM sound bars didn't allow me to do it. Since you can't click on them anyway, I think the buttons behind them should be clickable even with the sound bars still there

oh honestly i took this feature request as "we should be able to click the bars to change that volume slider to this level without estimating scroll wheel stuff"
frankly i'd rather have that—would make those actually viable on laptops and the like

yeah a click to set volume option would also allow to set volume that falls in between individual mouse wheel scrolls

scroll wheel seems super sensitive sometimes maybe a config to change sensitivity?
