then best thing would be to get an old save loaded. there is a contract by "SCT Ltd" called Charity Contract.
this contract had no Due Date - and only if you fullfill it the laser will start shortly afterwards.
you have to be willing to build >100 mushroom farms, although they are expensive. and 10 to 15 carbon fibar factories that are all stuffed with organics from farms. Then you might make it with the laser. you have 5 ingame years.
People did it in shorter times, but I have absolutely no idea how they did that. you should also get at least 5 MDR "mobile drilling units" and have 8 Multi regolith refineries, all on max level and then, you can make it ; - )

and now the answer to your question: if you fail the laser, it is currently game over and you cannot continue building your base... because earth was wiped out then

this will definitely affect your morale negatively, so maybe do not have a look at the total stockpile now.
