I don't think they're stuck, according to the UI you have 14 idle haulers, they probably don't have anything to haul atm.

not all players know that hauling drones don't build either. nothing to do and not enough items to finish the building construction does not help.

Well when I reload they all find something to do, so I don't think "nothing to do" is the problem -- and I did say "goes away if you reload" in the initial post. It just happened again about 5 mins ago.
