When the rover is out of energy, you can still scan to locate hidden objects, I would think that it would take a chunk of energy to send out a pulse of that power.

the solar panels for the rovers are mainly to move the wheels, it would have a reserve battery to run some scans it's only looking for radio signals and humans do it on earth with almost no power. it can be done with 1 AA battery.
4w of power can scan almost 4 miles. an AA battery contains 3.75wh. these numbers are based on earth with objects blocking the scanner. the moon is flat with some creators that are empty. it should cover a larger area 🙂
