i have all the technologies done and when recycling a mod i am getting 0 credits back even on t3 mods

sadly, this is a known bug. not going to mark it as duplicate.
Thank you for reporting that.
Clarification: this is not about conveyor refund. It is about module (upgrade) refund.

yes i have not tested the belts yet i know there is a refund not sure if it is 100% but for buildings its 0 credits returned

and no belts are also not giving 100% it gave me just over 70% return

thats all belt tiers tested roughly 70% return with all technology complete

i can confirm conveyor refunds work. but maybe you have to start the game on a rather new version...
the tech was broken in the past.
and some updates to the tech tree are stuck in old saves and cannot be fixed by a new game version, just by a new start. but that info is >1 month old
