#Maintenance of Buildings seems Broken.

By that I mean a building that has not had power attached and is not being used, will still, over time need maintenance. Being "off" also does not stop / pause the maintenance requirement.

This was tested with several smelters that did not have a production scheme selected.

This is not a bug, but an intended feature. As to push a player to build efficiently and not willy nilly.
Most new players tend to overexpand too much too early, running into all kinds of issues. Like for instance running out of CPU power or being limited by power draw.

Turning a building off will stop the building from producing, but not from wearing down, like in real life.
If one would have an old car sitting in a barn for ages, that car also would need a lot of TLC to be road worthy again. Parking your car in a barn and not using it doesn't prevent it from rusting and/or aging. Same principle applies to this game.
