It’s actually a pretty interesting process. (Don’t take my word for certain.) too treat the steel they’d inject oxygen into the liquid steel to rapidly oxidize impurities like silicon, phosphorus, and sulfur, burning them off as gases or trapping them in the slag. Not sure what happens inbetween; but they’d also burn the carbon off to 0.20% and then quench it rapidly to lock the carbon atoms when it’s in its austenitic phase. Then as you said Molybdenum, Nickel, Chromium, Manganese, and Silicon are added.
