WG asked me to move my accounts to Asia to train moderator candidates and staff in the various offices, in the ingame and forum moderation procedures, when SEA opened up for WoT. I was a lead moderator on EU and NA concurrently after WoT was released. Then when WoWS went into beta, they asked me to do the same for WoWS

No issues playing WoWS on Asia from EU. 107 ms ping on average. WoWS is not that latency dependant. I had 260-300 ms ping on WoT when the servers upon SEA opening, and 270-310 when they were moved. That was OK, although I did miss my 15 ms ping from EU and 60 ms on NA east/75 ms on NA west.

Depends on the situation, but I would say no for most situations:

1. If you are a dd with low detections, your job while contesting is to spot other ships (mainly the enemy dd that wants to also contest the cap).
2. If you are in a cap as a dd and you know there is a radar cruiser nearby, it is no use to smoke since you cant spot him back
3. dd's with bigger consealment like Regolo have to rely on speed more and if you know enemies are pushing you and you are low HP then, smoke and get away.
4. You have another dd spotting for you and there are no radars nearby then use smoke
