Oh sure, the program had significant issues given they were trying to build these 60,000t behemoths while also rebuilding the Naval Industry in general. Soyuz herself, probably would have been finished along with maybe 2-3 more without the invasion. Later ships likely would have been so heavily adjusted they would be a new class.
