And keep in mind this game takes years to get somewhere with action especially if you are f2p

I don't think you should ever stop upgrading or improving what you can, if you keep getting attacked, just use shield, and if you can't afford one yet, lock your soldiers up, and also your resources mainly are splitted into two, only the available ones (the ones that shows at the right panel of your screen) are looted when you get attacked, but some resources are also normally in hiding, those ones get untouched.

but on the small lead the 40 is just upkeep I used to spend more when I was building it up
