Getting 17k gems and a good selection of speeds absolutely will help, far more than jewels.
Nowhere near as much as technos, but to be equally honest, technolabes would be wasted on the smaller researches leading up to the last stage of T4 - it's incredibly wasteful. Plus you still need the ~650k gems for the gem buildings, we don't know at what point the OP is starting from here.
Jewels is close to useless for the purpose of racing t4. The best advice would be getting breakthrough bonus and kingdom labours. More than a 20, but he patient and get the labours passa few months in a row and T4 is achievable fairly fast.
You still need actual speeds to get the basic researches out of the way and the buildings. Which is where a let's celebrate comes in handy.

It's approx 10-12 months to unlock T4 f2p (can be slightly less if you get into an established guild, but being realistic for regular players here).
For low spenders on a small budget, 3-4 months is realistic.
If money is no object you can do it in a day.

I was a low spender. I only bought the savings pack it has kinda lot gems for 1$ and gave a lotthings so i could make some mid gears.
From around 60$ of only that pack and 3 months you can achive a cheap but kinda fast t4 castle with some good gears if you got lucky. You just can't spend gems on speed up only on the gem buildings. And you might have to buy 1 or 2 golden pass to have a lot technoblades.

If you're a low spender, The best thing to use 1+1 on is tycoon coins imo, but they haven't had that in the 1+1 rotation the last 2 times. If you want to train troops (t4) get the boot camp and use it on the $50 or $100 pack. If you're going for champ gear, spend it on the $50 or $100 pack.

There are different options depending on what you're goal is. Don't be fooled by some If the packs, there are some that are completely garbage

If you enjoy the game and plan on playing for a while, you'll need elite lab for sure, so if you don't already have it, you'll need to get a $100 pack

If you can splurge for a $100 pack, it's far far better to buy a full run of packs that start at 5 or 10 and go up to 100. Use the BOGO on a 50 pack if you can't afford to spend over 100, but for $175 you can buy a pack that starts at $5, and buy the 5-20-50-100 and redeem the coupon on the 100 part. This is the best value way to use the 1+1. All of the packs that are $100 from the outset are terrible value. Terrible.

That $100 pack with 22k gems at the very bottom for example: you get 17k gems from a let's celebrate pack which is $5, plus a bunch of assorted speeds and chests to upgrade your war gear and even hunting gear and champ chests.

That really depends on where you are right now. What do you need the most?

Let's assume your gear needs work.
Material madness if you're working on regular mixed + blast gear sets.
Material mayhem if you plan on investing in the new Monster pieces (they are better, but more expensive - on par with Champ).
Rising champ will give you a good start on a champ piece and a neat selection of other Monster chests. It's actually a good plan for 1+1.
People get Tycoon so they can work on cups mostly. This is also a good plan.
If your gear is good enough but you just want training speeds and RSS in bags, you might consider boot camp

Firstly: most of the heroes aren't worth getting if you're not going to max them up to gold.

There's a few exceptions - the ones with passive boosts are still useful.
Have a look at their skills and abilities. If it says "passive" then the ability works all the time, you don't need the hero equipped (such as trickster has passive research boost). If they say "when deployed" on the skill, it has to be in your battle comp (like Lore Weaver has army ATK and HP)

You need 10 medals to hire the hero. That gets them at grey grade. You need need additional 20 medals for green, 50 for blue, 100 for purple, 150 for gold. (Total 330 medals)

So look at the heroes, decide what you want to focus on. If research boost is important to you, or you want to prioritise a specific troop type attack boost, etc

Just take your time to get to know all the heroes and what you might want them for.

Anyway having each hero at grey (basic) level is sometimes useful for doing challenge stages - rank is always limited in those. But I personally wouldn't recommend buying a bunch of Heroes just for that purpose.

Witch doll is another good example of a popular hero for passive stats - she has construction, research and training speed boosts, and she's very useful in Colosseum.
You don't need her much for battle attacks, so it's common to see people who have her at grey or green grade only. But those passive boosts increase the higher the grade, so it's up to you

I'd recommend getting rising champ to 100 on a BOGO. Even just for a one off, it's likely enough for a purple or almost purple champ armour, which is enough for most people to be food positive with most comps (with food hyper set up, 15m troops easy)

"What is the best pack to unlock elite lab + gifting?" Is not the simple question you think it is. We need more info to give a good answer.

1. It depends a lot on where you're at in the game. (Advice for absolute beginners is very different to advice for people already established with decent gear)
2. It depends on what your goals are for your account. (Advice is very different for normal accounts, traps, leads, etc)
3. Depends on your overall budget (f2p looking to make a one off purchase, or low spender is different advice to someone who's planning to be a regular P2P).

The biggest advice is:
The packs that start out at $100 are all very bad value. It is absolutely worth spending the little extra to get a full run of packs that start out at $5 or $20 and go up to 100.

The most common recommendations are:

• Material Madness - good for standard gear sets, mix and blast gear.

• Material mayhem - same thing but includes the newer monster sets (most of which have a piece that's better / best in slot compared to the older sets, but are also more expensive overall and harder to get, so do your homework on gear)

• Crown Jewels - if you need jewels more than gear upgrades.

• Mythic Forge - really good value as each successive pack doesn't depreciate, and embers are always good to have (unless you're unlikely to ever get mythic gear, you will need embers and the drop rates are high on ember chests so there's that nice endorphin rush when you get multiple gold drops)

• Boot Camp - when you need training speeds and RSS in bags (this is the best value to restock your bagged resources, and boost troops)

• Rising Champ - this is my personal recommended pack for all levels. This pack starts at $5 and goes 5-20-50-100 so you need to spend $175 all up. Same as Mythic Forge, the packs scale linearly so there's no loss in value on the bigger packs.

Most regular players don't consider Champ gear because it's expensive (true, but champ chests have the same drop rate as Bon appetit chests, and use less than cups, which everyone gets) and considered "late stage" (it doesn't have to be).
If you focus on just one piece, a full run of Rising Champ will get you enough items to make one blue or purple. The best choices are: Boots (gives travel speed and HP and are cheap to make); Off hand (gives training speed, which could pay for itself in reduced troop cost, and it's also cheap); Armour (costs more than the boots or off hand, but it's significant better and has the benefit of upkeep reduction - this means your can be food positive even with a decent sized army). With luck and a few manes from events you can even start grinding that one piece to gold.

There's Rising Champ which is 5-20-50-100
And there's Be a champion which is just a 100 from the start and terrible value.
And a new $50 champ pack that I can't remember what it's called, but it's just 50 and that's it. It is good value though - it is pretty rare, I think only was on offer 3 or 4 times ever.
There's also another new champ pack called Special Bargain, which starts at 5 and goes up (but I don't know if it goes all the way to 100, probably does, I haven't gotten it) - that pack is better value for champ chests than Rising Champ, but has less other things. Tbh the new one (which comes out quite rarely) and Rising Champ are pretty balanced so make a choice based on which extras you want with your champ chests (extra crimson mane chests or extra sorted Monster chest)

So there's 4 different "champ packs" just to be confusing, but mostly people mean Rising Champ when they say "champ pack"

CEO, stakeholders are people who's brains are wired to think money and reward the people whose brains are wired to think art. Good things to invest in: equipment - get the material madness pack; starts at $5 and scales up to $100 (5-20-50-100) You'll get a lot of stuff to build your sets.

Heroes - there's several really great paid heroes that are worth getting if you are spending a little. Most are only worth it if you're going to take them all the way to gold, but some are useful for passive boosts, Colosseum, hunting etc even at green grade. Common first choices are: songstress of the sea, lore Weaver, petit Devil, witch doll. Look at their army and battle stats, and passive boosts and see which you prioritise.

Slayer sets - hunting equipment is a really good investment early on; being able to kill more monsters for less energy will always serve you well - $5 pack, 2 or 3 of which would get you a nice set of mostly blue gear which is a huge boost for a newbie.

Other good options are Let's Celebrate, which is $5 and gives you a great all rounder: lots of gems, speeds, Monster chests, Slayer and champ chests.

Frosty special for hunting energy and holy stars

Tons of tokens for tycoon.

If you have the ability to save up a bit, hold off on spending for when there's a BOGO event (buy one get one free) as you can get any pack as a 2-for-1.
Additionally consider if you can save up and afford spending $100 on a single pack (actually $175 for a full run of packs) this unlocks Elite Lab & gifting, both of which are great. Just the free daily hit on Elite Lab that gives you 11x rewards is worth it over time.

Mostly purple great and Only missing the specific ultras to upgrade, then yeah it might be time to stop getting mat madness and focus on Tycoon / lab for your late stage upgrades. Let's celebrate is great, but consider swapping that sometimes for a Massive Discounts, as you'll get more tomes and monstrous chests that only drop those Ultra rare items (though you might get mostly green and grey 😭😂 there's a chance of gold drops from all the basic Monster sets).
