there's the literal EV/$ value but that's a bit misleading

there's the question of what exactly you're going for - for example speeds won't matter as much for someone who's trying to improve their gear and there's the question of how fast you want to get to that point

there's also the fact that since the game isn't just stagnant if it takes something really long to become worthwhile it might just be better to spend more now as there are always going to be things that are more worthwhile in the future

In short it's pretty complicated and the most we can really do is point out which packs are generally good and which are generally bad but there's no universal best
