Champ boots are pointless for your situation unless you buy manes to get them to gold, better off making an offhand for training speed or chest for upkeep reduction depending on how big your comp is.

To the second question he says to make inf champ boots because that is what is recommended for rally leads making their champ gear he is as usual unable to comprehend other options than one he keeps parroting. Other champ boots are still viable choices if you are making a filler or trap account and want to use them to balance your mix stats wouldn't recommend range ones tho since range will usually be high in your mix from other sources when going no champ for other slots
