I was planning to stay C24 but after seeing him I went straight to C25. Saved me the trouble.

Best to stay c24 until you got the battle hall, prison and altar lv24 with enough items to get them lv25.
C24 has way easier hell events, so way quicker gold watcher, and ranking rewards for gems and monster, and jewel chests. Overall (in my personal opinion) staying c24 is one of the best things you can do
The best thing about c25 is academy 25. So no benefits until prison, battle hall and altar are lv25 anyways.
Only downside is the lv8 treasure trove.

The real downside is locked researches; Add that to the treasure trove, and the locked T4, your stay at C24 has to be very short. I calculated that a long time ago and noticed the event ranking rewards were not worth it in long run.
