Depends on what you are expecting out of it. If you are trying to finish all quests and will buy the packs for second skin then probably should use some gems.
If you want one skin and don’t care for rest of the stuff, don’t bother. Get enough for one skin and set it aside

And usually you can get skins for $10 or $20 during events so definitely not worth it unless you want these particular skins or are competitively maxing all skins
