There is not much you can do to speed up drop luck. Unless you start paying of course. But in the end spending money is not worth it unless you want to support the developers.
I usually save up both Dragon Krystals and Souls and wait for packs with good characters and better % in them. Do as many daily free stuff you can and collect everything worth collecting. Sometimes you may just get a random free diamond Liu in a Xmas pack to boost your progress. You cant predict that stuff.

Level them all up to lvl 50, and give them all 1 piece of block breaker.

at start tagin scorp for extra fire stack. Do scorp chaining. This team should be able to kill 85% of fights.

Team 2. Klassic liu Kang, Klassic Raiden, Klassic Shang Tsung.
Use shang, apply sp2 soaked, tagin raiden and try to make use of his lightning dmg boost.

However, you really need to get eather Mk11 Fujin and pair him with Joker or Klassic Rain and pair him with kl Raiden.

Kl Rain, Klassic Raiden.
Start with rain. apply soaked twice to do teamsoak and tagin raiden. His tagin attack will spread to the entire enemy team and boost lightning dmg.

I think smoke is a very underrated fighter, sneak attacks, solid dps although not incredible it gets the job done. smoke isnt flawless but geras is a pretty poor main fighter so you get less time to heal even more.

You have good fighters but they lack the required level (around level 40). Try leveling them up and collecting crystal gems and souls to buy some characters and level them up through fusion
