Everyone is worth levelling but mk11 sub zero is your highest and he's generally an op fighter. Kl reptile and ravenous mileena make a deadly DOTs team so these two can be another option. All others are low fusion or don't have teams to synergies well so keep your focus on the 3 i recommended

Getting that Subzero and Tremor is quite good and I recommend using them and upgrading them

Klassic Raiden came from a gift so before that was a bad Injustice Scorpion that became nowhere good compared to others that I have been experimenting on
