Even if they were in the Elite Packs, you would be better off opening the MK11 packs anyways, since you would have higher drop rate in the MK11 pack than in the elite pack.

mk11 packs have mk11's only as diamonds, while elite martial artist pack has alot of martial artist diamonds and it picks random for you, most of the time you would expect a F0 diamond. if you want a single diamond, you should buy a different pack that's has higher chances with them, such as sf scorp that has higher chance in sf pack

klassic liu kang has most chances in shaolin pack, the klassic pack is also a valuable way of getting him

This is very true, but as the diamond team packs enter the shop less and less often(which definitely seems to be the trend over the past year or so), you have no choice but to open these packs if you want any of the other diamond teams.
