shield break drastically reduces enemy defense, increasing your damage. ignore toughness is a passive which allow attack to disregard enemy toughness, so the damage like from sp1 which has 20k max can be delivered as is, no reduction due to enemy toughness that can be higher than player attack.
example, if an enemy have no shield break, and toughness still counted, player has 20k attack with 20k sp1, and enemy toughness 40k, sp1 by player will only do 10k damage.
now by ignoring toughness using kl sonya, sp1 will give 20k damage no matter how high enemy toughness.
ignore toughness with shield break applied on enemy, that 20k damage will be boosted to 40k.

Toughness, when greater than opponent attack, does indeed reduce damage taken but it is a very small amount of reduction. MMKJ had an insane toughness stat. I don’t remember what it was but i believe it was significantly higher than we can currently obtain through talents and equipment.
