There are a few bugs, if you read through #update_3_1_feedback you can find some of them
Currently most that I know of are visual bugs, but a couple characters are bugged to where their passive doesn't work(ie Cyrax, who is still broken as far as I know), or doesn't work correctly(such as Kosplay Jacqui, who, if force tagged in by a character like Aftershock Tremor, will occasionally not give you an option to select a kostume)

Yes, some characters it used to say "stun immune" normally kano(any variation) sp1, and Klassic Scorpion's sp1 would say this, even though neither sp1 has stun as an effect
Now Klassic Scorpion's sp1 has stun as an effect and that works right, but I still notice Kano having the stun immune message pop up with his sp1 on occasion

all characters are good, easier to beat is just easier to beat. i offered my point of view from someone who never play both, but have beaten both many times. how good a card plays depend a lot on the player and gears. as for ai, all card gets fair assessment when ai played them. ai is consistent in their playstyle, so i can see which card harder to deal with. people say mk11 scorp and kl liu kang are the best, but both can be beaten consistently when ai played them. they are not much different than any other diamonds, just need different tactics.

I'm pretty sure all MK11 characters are in their respective Elite packs, with the exception being Noob(obvious reasons) and Shang(who might be in Elite Outworld but no one's pulled him yet so I'm not positive on him)
But I don't think KW Scarlet is in Elite Outworld, no one has posted getting her yet from that pack...

Answering your question - i think it was possible only to finish it 3 times and do ~ 30 battles in 4th run. But it would be pissible only if you finish every fight in one round

That's probably attributable to the MKX being offline capable. Meaning, your progress has to be interactively updated, or only your last successful save to the cloud remains. @velvet ridge
