youre right about most kards, but there are definitely some kards who shine at F0.
-MK11 Scorp. The frame data is massive, you can just slap block breaker on him and infinite chain his SP1 till an opponent dies. Hes so quick that you dont even need snare, the opponent is not gonna be able to tag out.
-Klassic Ermac. Whether at F0 or FX, his passive does the same amount of damage, at the same speed. The MK Mobile version of "Dragon Rage"
-Treacherous Tanya. Equipment breaks regardless of her fusion. Great for tower 160
-Ravenous Mileena, she stuns, bleeds and doubles DOT damage like a beast at F0.
-Of course, the legendary Strike Force Scorpion, no explanation necessary

Actually he is my main character for towers. He is extremely fast, his basic attacks do lot of damage, he has a high power generation, SP2 does a lot of damage and stuns, his passives are very useful. Most veteran players consider him equal if not better than MK11 Scorpion. Using him I finished multiple times all the towers: TOH, LKT, BDT, SRT, NT.
Now I am at level 174 of my 2nd run in KWT.

I use KLK as my first fighter and don’t ever tag him out on boss fights. I have finished BDT and SRT more than once without losing a battle. I finished my first run in KWT losing just 1 fight at level 200 and now on my 2nd run lost just one at level 160.

I am not saying MK11 Scorpion is not good but even if you spam his SP1 against tower bosses you will run out of time before you beat all 3

KLK can spam his SP2 more easily than MK11 Scorpion so is faster to kill tower bosses.

I anyway think the best overall team (except for tower bosses) is MK11 Jade, MK11 Scorpion and MK11 Sub Zero.

For Survivor mode though, the best are the 2 terminators. DF and GT.
GT equipped with Living Dead armor and Cybernetic heart basically heals back to full health every battle as he can generate power very quickly for an SP3 that heals him. DF instead will heal back to full health i the successive battle if in the current one he had changed to Endoskeleton. With them I never lost an Elder battle since Survivor mode started.

trust me, i had the same opinion until i actually obtained him. its not a critical chance, its a lethal chance, meaning a 300% damage hit, and all his mk11 teammates get it. For his fire, you can double stack it on all 3 enemies at the beginning of the match if you tag him in immediately, it does a massive chunk of damage to everyone. The best part about MK11 Scorpion is his frame data: he is so quick that he can infinitely chain his first basic string, a combo ender and his second basic string immediately into SP1 (which is only possible thanks to his 130% base power generation). On a 90%+ SP1, he cripples and hit stuns the opponent just long enough for you to restart your whole attack chain. You can literally kill a FX opponent with F0 MK11 Scorpion if you are patient enough, and they can never tag out

I prefer his chaining over KLK's chaining. Even though KLK has good chaining, he still suffers from a tiny bit of tag in lag. Quick opponents including MK11 Scorp himself can hit your KLK first when you tag in

Also, notice how some characters suffer from enormous end lag when you decide not to do their combo ender. Thats practically non existent for MK11 Scorpion, so he is probably the best counter to Assassin Jade after BD Kabal

Oh, FX Bladed Fan also gives him a chance to heal from 50% SP1 dmg

so he pretty much has everything
