I don't have all characters in the game so I cannot say which are the fastest attackers of all but the best ones which you can get easily to high fusion are Covert Ops Cassie Cage and Klassic Scorpion. Others are Dark Emperor Liu Kang, Hanzo Hasashi, Dark Raiden, Pharaoh Ermac etc

Yeah, best thing to do is that before you reach the limit, stay close and do a high quest for eyes, so you can get a lil boost next time

You can also get Kraken Reptile, Shaolin Master Kung Lao, Trigar Fury Goro and more from other quests
