I know people think Mk11 Skarlet is useless and, she is. But that's because of a bug. She has basically been nerfed all this while. Her Mk11 teammates should apply bleed on kombo enders and should gain heavy vampirism against bleeding opponents (this will mean your mk 11 characters will be constantly healing from the damage they do). But this passive doesn't work. And if it was fixed, Mk11 Skarlet would be of such great value. So, yeah she is poor, but that's not her fault. It's the developer's fault.
