you can not delete the ipa format app cache. iPhone use a format named IPA which gives the IOS direct access to search your information for "safety reasons". and because of that ios will care the cache by it self sometimes. but the data is a bit different. it does have and option to disable to app but it will keep the data in your phone, which is called offload. it you want to get rid of and app, you have to delete it.
