basically, rain applies soaked on sp2. his passive gives him a chance when an enemy is soaked to team apply debuffs

so you team apply soak, and what that does is lightning does 35% more damage and hits anyone whos also soaked

then when you tag to raiden, his sp2 will be doing those effects, so your basically dealing 405% damage total to the enemy team on that sp2

I can give some setup ideas for you but id really have to see what gear you got for that
