One of the fastest characters for example is mk11 scorp

Mk11 scorp will almost always hit first when both u and the enemy performs a basic attack

And after mk11 scorp finishes his chain, he can immediately do his special with 100% hit guarantee

Slower characters have to do their specials when they are in the middle of basic attack chains
