well i mean. it depends on the character entirely. for instance, maxing kc sonya even if she could be a f0 support is a better idea to do. there are extremely difficult battles in the game where you may need to use her for red card, but she also has a sp2 that deals very high dmg (same goes for her xray) when she’s maxed. these small adjustments can help you win the battle
