depends. It will always add value on any character no matter what. Especially on klassic noob it is broken. But on any other character it will help you to do loops on any sps. And the reason I think it isn';t bugged is that while it is super strong, it does require specific set up so that you can spam sp2 cost free. It isn't that easy.
