let's talk about his attacks in general. without his passive, he's very quick and has grapple sp2 that applies cripple and deals mass dmg. so he's good at attacking the opponent
now about his passive, you need the right setup for him. klassic jax is more of a "tank" than fighter. so it's recommended to give him unblockable chance reduction, gear that boosts his hp, his own brut set which gives him ressurection.
what his blocking does is, he can apply debuffs on the opponent by blocking, he can reflect dmg back by blocking, he can tank an entire special taking no dmg by blocking. he can just destroy the opponent by only blocking. but he needs the setup so his blocking doesn't get as countered.

the team i think that goes very well with klassic jax is: klassic smoke and klassic liu kang

klassic smoke allows him to reflect & resist debuffs while blocking. this becomes even more troublesome for the opponent since jax can already apply debuffs by blocking. then what smoke can also do for jax is applying blind. he applies blind overtime. so if the opponent is blinded and klassic jax is blocking, they're gonna miss their attacks and get them absorbed by klassic jax's blocking.

liu kang cripples the opponent everytime you tag-in. this way, the opponent can also not do specials. so with liu kang's cripple & smoke's blind, this is where klassic jax's blocking shines a lot. it becomes filthy for the opponent. klassic jax can also apply cripple himself on sp2.

even without this team, i still think he deserves A tier. he is a very good fighter. you just need to work on his passive to make him shine
