I think you are looking at it from veteran perspective. The burning vengeance is imo by far the best f0 epic in the game. It literally gives you free mk11 scorpion passive. This is a ticket to win more or less any fight where they are not immune to fire

and if given to mk11 scorpion that is 4 fires in 3 seconds...enemies are just dead by only that

no, it is combination of both.

A gear that is godlike at f0 and godlike at fx is generally better than a gear that is meh at f0 and godlike at fx

so both matter to me. How good the gear is once unlocked and how good it is once maxed

I have 1 maxed out account and 2 beginner accounrs and this helps me to see the entire picture. WW is a GREAT piece of gear but if you don't have it maxed out it isn't remotely that good. At the same time though, gears like Varmint lucky hat is godlike because it is extremely good once unlocked and extremely good once maxed, while the WW is great only if maxed. On the contrary, the burning vengeance is godlike once unlocked and not that great once maxed.

I hope we can agree that being able to use a gear immediately after you unlock it is better than waiting 3 years to eventually max it out so that it can become useful? 🙂

this was huge nerf for me because I was using this for ages in boss fights where I would solo the 3 bosses by just using rain without block breaker. SP2 into SP1 and then spam when they are soaked. Now it is still possible but much more risky
