Correct. It's fighting game terminology. Minus means after combos you're left vulnerable to be punished. Plus means you can keep combo'ing or guard in time.
Klassic Raiden, for example, is plus. He can attack really fast and recover with a block easily. Where as Triborgs are left wide open after trying a combo string
