Yea thats seemed to be the consensus. I did limit out on that Mk11 Raiden,LK,Fujin trying for Mk11 LK. Didn't get him but did end up with 2 Mk11 Raidens 2 Klassic Movie Raidens and Klassic Rain (best pull out of them imo) among others. So my account has like some stupid rng luck

and you need all 3 bars of his power without any support or equipment that refund energy

just use his special 1 and then tap the special 2 over and over and you can just use it that way since setting yourself on fire also unlocks it
