because the only thing I dont like too much about liu kang is that he isn't great for damage at f0, he's mostly utility

mk11 scorpion can do utility and damage at f0 which is why most people think of him as the best

he's pretty consistent and reliable, you can take away his passive and it could still be justified

basic attacks are just overwhelming solid as well, allowing even the newest of players to beat teams that would otherwise slightly outmatch them since scorp allows to land way more hits and even chain them possibly infinitely
