I think the mechanism of action of varmint hat kicks in when the character with the hat tags in, it says the opponent team will need to collect 50% more power to fill up each bar

As such, the current character is depleted of power on tag in

And of course it is debatable

What I understand from description is that when the char is on the fight ( tagged-in) the power collection is decreased...
