For this battle I used aftershock tremor to force tag in shang. Put some stun resisting eq on tremor because of the psych bomb that shang has, use kameo subszero to freeze him and re tag in scorpion. Put restless ninja's call to arms on scorpion to apply snare on shang and keep spamming sp1 on scorpion, repeat this and shang will be defeated.
For jade you can use mk11 raiden to stop jade's combo enders, hence no brutality. But don't use scorpion as it will heal jade for about 200k hp at the start of the battle 😦

and just so you know I did it with only f2 raiden.

I did accidentally take a DOT team in against a Jade team and brit forced a win. Not sure if that was 189

Jade is going to heal everyone so unless all your equipment has burn damage modifiers Scorpion isn't a good choice here.
