this was a thing since about 5.0

so that makes for 2 changes in 5.0 that basically nerf him a lot

they were supposed to change new effects so the higher duration will refresh it, but not the other way around

this is especially useful if you had fx call to arms, because back then the sp1 snare that lasted 10 seconds would replace the snare from weak point attacks, but that is not the case for rain
