there are characters/equipments that help avoid attacks - Craftman's Pride, Dark Mantle, Varan Jacket, Assassin Jade for example.

if you have Sneak Attack buff, they can't dodge your attacks.

It doesn't allow enemy to dodge your combo ender and special attacks which can be done because of ass jade passive and some equipments

characters like MK11 Liu Kang don't get Sneak Attack buff, because they have a built in mechanic already, so esentially a Sneak Attack equipment on them are useless - there are other clues on that, like upon tag in, for 10-15 seconds i think you can see MK11 Liu Kang's fists on fire, that's when his attacks are undodgeable.
